At a large North American carrier with a couple thousand trucks, we implemented several countermeasures to hire more drivers, grow the seated truck count, and put idle trucks back to work.  Within just a few months, weekly hires had increased by 40% and the seated truck count had grown by 100 trucks.  The percentage of unseated trucks fell to the lowest number in over a year; AND, we reduced hiring expenses by $250k/month ($3M/yr).  By focusing the organization’s resources and priorities, we drove out the waste and invested more time on higher-return activities and sources while working with better vendors and partners.
